The European Commissioner for Employment, Laszlo Andor, warned that Spain will fail to curb unemployment only and advised labor reform to encourage investment in education, enhancing social economy and end the underground economy.
"Reforms of labor policy must form part of the package of solutions, but by themselves are worth," said the commissioner in a debate on the crisis of sovereign debt held at the headquarters of the European Parliament in Brussels.
"We must find new forms of investment in education, training, learning throughout life to provide a more flexible adjustment of the workforce," he said.
It is also necessary, as Andor, admit that the recession of the Spanish economy is due to the economic structure and give an "essential role" industrial policy to create quality jobs.
"Spain can also better use its capacity to develop the social economy," he said, citing the case of the Basque Country as a "good example" to maintain higher standards of living and avoid unemployment.
