• The Senate approved a motion with nine steps to develop this business sector, supported by all political groups represented in the Senate.
(Madrid, December 2, 2016) .- The Spanish Business Confederation of Social Economy (CEPES) welcomes the Senate, with the support of all political groups, urge the Government of Spain to promote this business sector.
President of CEPES, Juan Antonio Pedreño, said that "the fact that all political groups in the Senate to agree and claim the government is ambitious roadmap to strengthen the contribution of the Social Economy on stage partner Spanish economic, to promote legislative measures or for ongoing dialogue in the construction of public policies among others, it is a representative landmark of the importance of this economic model, which should become a structural element of reactivation policies, creating companies responsible, stable and quality employment, and social and territorial cohesion ".
Pedreño stresses the importance that this battery of measures proposed developing a European Action Plan for Social Economy as it is one of the conclusions of the Bratislava Declaration signed by 10 European governments.
Pedroza made the remarks after all groups represented in the Upper House (Popular Socialist, we In Comú Compromis-in Marea, Esquerra Republicana, Basque and Mixed) agreed on Wednesday a motion by the PP through nine measures, urge the Government to adopt various measures to promote the social economy.
The requests approved by the Senate by 210 votes in favor, 2 negative and 40 abstentions were:
1. Strengthen the presence and projection of social economy enterprises so that its contribution to the generation of employment and business community is recognized.
2. Studying the concept of social enterprise in the Spanish framework and its possible relationship to the concepts of social enterprise being analyzed at the moment in Europe.
3. Adopt appropriate measures to promote the social economy and in particular the growth of social economy enterprises, eliminating barriers that may prevent or limit their development.
4. Facilitate social initiative involved in the provision of public services, promoting the development of innovative and well-generating initiatives.
5. Urge the European institutions to immediately start the work of the European Action Plan on Social Economy.
6. To facilitate this business sector occupies a prominent place in the design and implementation of the Agenda for Sustainable Development 2030 adopted in September 2015 by the United Nations place as the Social Economy "is a business model whose values and principles are fully consistent with the objectives of the Agenda for Sustainable Development ".
7. Transpose Directive 2014/24 / EU of the European Parliament and of the Council of 26 February 2014 on public procurement and by Directive 2014/18 / EC which allows the reservation of public contracts to social enterprise and property repealing of workers whose main objective is the social and professional integration of disabled or disadvantaged. Develop social contract clauses that allow the differential value of the social economy is taken into account in public procurement processes.
8. Analyze the possibility of reforming the Law 27/1999 of 16 July, Cooperativace.
9. Strengthen mechanisms for ongoing dialogue with representative organizations of the Social Economy to participate in the development of reform programs to be presented in the EU and measures to promote the social economy, particularly in generating employment and vocational training the same in these businesses.
CEPES, as the highest representative body in Spain of the Social Economy, has moved both the government and the political groups available to assist in the realization of these measures, which collected several of the requests CEPES moved to political parties ahead include in their manifestos.
