• The Ministry of Labor and Social Economy unblocks the Council that has been without activity for 10 years, giving a solution to a historic claim by CEPES.
• This collegiate, advisory and consultative body, integrated into the Ministry of Labor and Social Economy, acts by carrying out collaboration, coordination and dialogue between representatives of the Social Economy and the General State Administration.
• The Council is one of the most important channels of dialogue with the Government that the Social Economy has, since it allows to focus on the issues of maximum interest to the sector.
• The renewal comes at a time of intense activity in the sector, which is working together with the Government on the Spanish Strategy for the Social Economy 2021-2027; in the Plan for the Promotion of Professional Training for Self-Employed Work and the Social Economy; and in the participation of the Social Economy in the Recovery, Transformation and Resilience Plan and in the multiannual financial framework 2021-2027 among other matters.
Madrid, February 24, 2021.- The Spanish Business Confederation of the Social Economy (CEPES) celebrates the renewal of the Council for the Promotion of the Social Economy , which was approved yesterday by the Council of Ministers and has been published today in the BOE through Royal Decree 117/2021, which modifies the previous decree that regulated its organization and operation. With this approval, the Ministry of Labor and Social Economy unblocks this Council, which has been inactive for 10 years.
The renewal of this body is one of the demands that CEPES has been making since the publication of Law 5/2011, of March 29, on the Social Economy. This collegiate, advisory and consultative body is integrated through the Ministry of Labor and Social Economy in the State Administration, acting as a body for collaboration, coordination and dialogue of the Social Economy and the General State Administration.
The Council for the Promotion of the Social Economy is one of the most important dialogue bodies with the Government in the Social Economy sector . Its composition and operation allow the sector to collaborate in the preparation of projects on legal or regulatory provisions that affect the entities of the Social Economy, carry out studies and reports and address issues that affect the sector, as well as ensure the promotion of the principles of the Social Economy, among other functions.
“The renewal of the Council for the Promotion of the Social Economy was a pending issue and absolutely necessary since the Social Economy Law was approved in 2011. Furthermore, it comes at a time of intense activity for the sector. We are actively working to address the roadmap set by the Ministry of Labor and Social Economy with such crucial issues as the preparation and approval of the new Spanish Strategy for the Social Economy 2021-2027 ; the follow-up of the Plan to Promote Professional Training for Self-Employment and the Social Economy , announced by Minister Yolanda Díaz on November 18; the participation of the Social Economy in the Recovery, Transformation and Resilience Plan or in the new multiannual financial framework for 2021-2027 ” among other issues, points out the president of CEPES, Juan Antonio Pedreño .
Likewise, the renewal of this collaborative body comes at an "excellent" moment due to the strong involvement of community institutions with the Social Economy. A) Yes, the Social Economy Intergroup of the European Parliament placed the European Action Plan for the Social Economy as a pillar of social and economic reconstruction after the crisis caused by the Covid-19 pandemic. This plan, commissioned by the European Commission, will be approved in the second half of 2021. “Without a doubt, the new Spanish Strategy for the Social Economy 2021-2027 must be in line with the European plan and, from the Council for the the Social Economy, we have an optimal platform that will allow us to work on it. From CEPES we are committed to collaborating with the Government to guarantee the proper functioning of the renewed Council for the Promotion of the Social Economy ”, Pedreño concludes.
