CEPES appreciates the instruments adopted by the ILO and the OECD to develop social economy enterprises at a global level

CEPES welcomes the adoption by the International Labour Organization (ILO) and the Organisation for Economic Co-operation and Development (OECD) of a Resolution and a Recommendation, respectively, to promote the social economy at the international level in coordination with the governments of its member countries. The ILO Resolution, which addresses the role of the Social Economy in promoting decent work, was adopted during the plenary session of the International Labour Conference in which representatives of the 187 governments that compose it participated together with representatives of trade unions and employers. The OECD Recommendation was adopted by the Council of Ministers of its 34 Member States, and calls on countries to develop ecosystems favourable to the social economy through the design of enabling legal frameworks and to facilitate access to finance;

• Throughan ILO resolution and an OECD recommendation, both entities of internationalimportance urge to boost the social economy through different policies thatinvolve governments.

• ThePresident of CEPES calls for the central role that organizations representingthe social economy at European and global level should play in theimplementation of this Resolution and Recommendation by strengthening theirdialogue with the ILO and OECD.

• Thedocuments adopted by the OECD and the ILO, together with the European ActionPlan for the Social Economy, lay the foundation of a global ecosystem for thedevelopment of the social economy enterprise model.

 

Madrid,June 16, 2022.- The Spanish Business Confederation of theSocial Economy (CEPES) appreciates the adoption by the International LabourOrganization (ILO) and the Organization for Economic Cooperation andDevelopment (OECD) of a Resolution and a Recommendation, respectively, topromote the social economy at the international level in coordination with theGovernments of its member countries.

The ILOResolution, which addresses the role of the Social Economy in promoting decentwork, was adopted during the plenary session of the International LabourConference in which representatives of the 187 governments that compose itparticipated together with representatives of trade unions and employers.   On the part of the Government of Spain, therepresentation fell on the Ministry of Labor and Social Economy that activelyparticipated in this Conference during its two weeks of work.

Through theagreed document, the ILO commits to developing a strategy and action plan ondecent work and the social economy "for a people-centred future ofwork". In this regard, the ILO invites its member States to establish anenabling environment that is compatible with the nature and diversity of socialeconomy entities in order to promote decent work and take full advantage of thepotential offered by these enterprises, as well as to integrate them intonational development, recovery and employment strategies to supportmacroeconomic policies,  fiscal,industrial, social, environmental, employment promotion and other issues topromote fair digital and environmental transitions and reduce inequalities.

For itspart, the OECD Recommendation, which was adopted by the Council of Ministers ofits 34 Member States, urges countries to develop ecosystems favourable to thesocial economy through the design of enabling legal frameworks and tofacilitate access to finance; strengthening business support services; thedevelopment of mechanisms to measure the impact of these companies, theproduction of statistics, as well as the promotion of social innovation. Theimpact of this Recommendation links the 27 EU Member States and other developedeconomies such as the United States, Canada, Japan, Australia or South Korea.
